| December 11, 2003 Rare Element hires investment relations firm, completes AGM | |
| Vancouver, BC - December 11, 2003 - Rare Element Resources Ltd. (the "Company") has appointed SmallCap Corporate Partners Ltd. ("SmallCap") as management consultants and investor relations representatives. SmallCap is a full-service management consulting and investor relations firm located in Victoria B.C. SmallCap is in the business of creating value for growing companies by working closely with management to enhance their business model, making presentations to sources of capital, and providing continuing capital market advisory and out-sourced investor relations services. SmallCap publishes the e-newsletter, "The SmallCap Catalyst", which focuses on the markets, economics and small capitalization public companies (http://www.smallcap.ca/smallcapcatalyst.htm). In co-operation with Rare Element's management group, SmallCap will be working to develop a consistent, positive identity that creates favourable responses to major corporate initiatives and strategies. Chief Financial Officer Mark T. Brown said, "Rare Element Resources is entering a dynamic new period. SmallCap will help the company to increase market awareness in support of our work on our Bear Lodge project. We expect that SmallCap will make a significant contribution to the communication of the Rare Element story to the investing community." Rare Element held its annual general meeting on Wednesday, December 3, 2003. The shareholder's voted in favour of all of the items up for resolution at the meeting. The members present were also given an update on activities planned for the spring 2004 exploration season at the Bear Lodge property in Wyoming. These activities will generally consist of the plan outlined in the qualifying transaction information, which includes work to further delineate and assess the rare earths and precious metals in the Bear Lodge project.
