8.4.3 Roads/Parking/Surrounding Plant Site
The main gate area, access and pre-concentrate roads, and area surrounding the plant site will
be ripped and scarified.
Twenty samples from the roads and surrounding plant site area will be tested for contaminated
soils. Disposal of an assumed 81 tons of contaminated soils will be hauled to the hazardous
waste landfill in Deer Trail, Colorado. This quantity includes contaminated soils from the Upton
Plant site.
The main gate area, access and pre-concentrate delivery roads, and the Upton Plant site will be
covered with 6 inches of topsoil (5,127 CY), and revegetated using seed and mulch.
8.4.4 Other Structures
The other structures requiring reclamation include fences, transformers and the monitoring wells
and locations.
Approximately 181,125 linear feet (LF) of 5-strand and 6,213 LF of 6-ft chain link and razor
fencing are to be removed and disposed of within the confines of the TSF footprint. This area
will be covered with 6 inches of topsoil (4,512 CY), and revegetated using seed and mulch.
Groundwater monitoring wells will be located and the casing will be removed. Shallow
groundwater wells are assumed to have a depth of 38 ft while deep-bedrock wells will have an
assumed depth of 830 ft. The shallow groundwater wells will require an estimated 114 LF to be
sealed while an estimated 4,150 LF will be sealed for the deep bedrock wells. All sites will be
revegetated by site smoothing and seeding.
8.5
MONITORING
During post-closure, RER will conduct various types of closure monitoring. All monitoring will be
conducted in accordance with RER’s existing standard operating procedures. The monitoring
program for purposes of closure is highlighted below.
8.5.1 Groundwater
Monitoring operational groundwater wells will continue into closure. Currently there are eleven
groundwater monitoring wells. During closure, these wells and any new wells installed as part of
operations, will be monitored and tested for parameters in accordance with WDEQ-LQD
requirements.
It is anticipated that these wells will be sampled for water quality quarterly for 5 years; and then
annually for up to 30 years total following site reclamation.
8.5.2 Surface Water
For closure monitoring, any future surface water monitoring locations established as part of
baseline or operations will be monitored and tested for parameters in accordance with WDEQ-
LQD requirements.
It is anticipated that these locations will be sampled for water quality on a semiannual basis for
30 years or until the water quality stabilizes, meets background conditions, or WDEQ water
quality standards are met.
8.5.3 Revegetation
The goal of RER’s revegetation program is to stabilize reclaimed areas and establish a
productive vegetative community in accordance with the designated post-mining land use of
